  1. In the UK, tax formerly levied on
  2. residential, industrial, and commercial
  3. property by local authorities to cover their
  4. expenditure (see county council, local
  5. government). The Thatcher government in
  6. 1989-90 replaced the rate with a community
  7. charge or poll tax on each individual
  8. intorudced a uniform business rate for
  9. commercial property. In Jan 1990 the UK
  10. government revised all valuations of business
  11. property in England and Wales as part of its
  12. new uniform business rate. All commercial
  13. property users will pay 34.8% of the
  14. valuation. Rates were revalued
  15. proportionately higher in the south than the
  16. north. The rate for a household with several
  17. wage-earners could be identical with that for
  18. a single person of retirement age, and
  19. rebates were given to ratepayers whose income
  20. fell below a certain level. The Conservative
  21. government 1979-90 curbed high-spending
  22. councils by cutting the government
  23. supplementary grant aid to them and limiting
  24. the level of rate that could be levied
  25. (ratecapping).
